Heads Up! Two Years of DLI Effort Pays Off -- You can fight City Hall — and win. DLI's two-year campaign to correct and clarify the language in the revised perc air regs is over. And we can tell you the federal agency heard us and responded. This decision reflects two years of aggressive DLI pushing of federal officials. DLI submitted a critique of the analysis to the EPA of the National Perchloroethylene Air Emission Standards for Dry Cleaning facilities, published July 27, 2006. Senior Vice President Mary Scalco asked for a status report “on the clarifications we inquired about in August (2006) and then met on in September.” She repeated the questions DLI had regarding pressure rather than temperature measurement. DLI also requested clear language on the use of colorimetric monitoring for drum measurements by area sources, which was only to be required for major sources. Heads Up! DLI EXCLUSIVE: FACTS FOR MEMBERS ON HANGER PRICES FACT: There are some facts out there right now about hanger price increases, but there are also an incredible amount of rumors and mis–information. FACT: Low–price, imported Chinese hangers have dominated the U.S. market over the past five years, with one consequence being that every U.S. hanger manufacturer except for one has gone out of business. FACT: The Department of Commerce has just announced its preliminary determination regarding the petition filed by M&B Metal Products, the sole remaining U.S. company. In their investigation, Commerce found that China had unfairly dumped steel wire hangers on the U.S. at well below fair market value—specifically, anywhere from 34% to 221% less than fair value. As a result, a tariff has been proposed on steel wire hangers from China. The final determination by the Commerce Department is scheduled for June 2 and by the International Trade Commission for July 16—with a Final Order scheduled for release on July 23, 2008. FACT: DLI's analysis is that the “221% increase” that is being thrown around is technically accurate, but is bogus for all practical purposes. This is the maximum tariff rate for China and has been proposed only for those Chinese hanger manufacturers who refused to respond to the Commerce Department survey. Fourteen Chinese hanger manufacturers will have a tariff of 84% or less. FACT: Prices for U.S. steel for hangers have already risen 60% in the past seven months, and are expected to go up another 40% before leveling off. DLI's information is that steel imported into the U.S. has gone up even more. Ultimate prices for hangers will be affected by both the cost of steel and the tariffs. FACT: Some hanger shortages have been reported, primarily among smaller hanger distributors who have offered deeply–discounted prices. Key U.S. distributors told DLI that they expect to be able to meet the needs of their existing customers – and if they have hangers remaining in their inventory, they will then try to service new or one–time customers.
